They were able to identify him when he entered the stall, he placed his luggage against the door, and began tapping his foot and trying to rub his foot up against the foot of the Immigration agent who was staked out in the next stall. The stake out had been initiated because of reported wide spread use of the loo as a hide-out for people trying to sneak into the PI to take a dump.
