Fresh from an overwhelming election victory, Tokyo Governor Shintaro Ishihara said Monday he would not let etiquette hold him back in battling the central government.
``It may seem like a wolf trying to bite into an elephant, but I was too well-mannered until now,'' he said.
...In neighboring Kanagawa Prefecture, Governor-elect Shigefumi Matsuzawa said he would seek a federation of prefectural and municipal leaders in the greater Tokyo metropolitan area as a first step toward a regional administrative structure.
``If a metropolitan area federation is created, the administrative unit that is Kanagawa Prefecture may disappear,'' he said. ``I do not care if I am the last governor of Kanagawa.''
