This op-ed had a few things in it I just never thought about such as Camp Zama is a UN base and China targets Japan with nukes...

Why does Japan choose to remain naked to the threat of North Korean missiles?

...an attack on any of the major U.S. bases in Japan would also constitute an attack on the United Nations. That's because those bases also fly the U.N. flag. Few in Japan or elsewhere seem to know that Camp Zama is the rear headquarters of the U.N. Command in South Korea...
...Beijing is inviting Japan's opposition leader Naoto Kan to pay his respects to China's new (nonelected) rulers, while giving Koizumi the cold shoulder. No doubt, in Beijing Kan will be told that the U.S.-Japan alliance is a relic of the Cold War that is no longer needed. He is unlikely to offend his hosts by mentioning that Chinese missiles target Japan.

A little outdated in some respects:
With this history in mind, North Korea has developed missiles targeted at U.S. bases in Japan, with the purpose of impeding operations from those bases in the event of another war. If U.S. air bases in Japan were awash with chemical weapons, for example, that would impede America's ability to mount airstrikes to retard the southward advance of North Korean armor.

We would see immediate irradiation of the Northern nuclear peninsula if chemical weapons were dropped on U.S. air bases. Plus those B-52's from Guam could do some real damage in less than 6 hours after hostilities commence.

After watching what happened in Iraq, I hope that the first precision strike targets would be all of those ugly statues of Kim and his father. ;)
From the Persian Gulf War, North Korea derived the lesson that the United States would not have risked attacking Iraq, in order to force it to disgorge Kuwait, if Iraqi President Saddam Hussein had waited until he had nuclear weapons
Not so sure about this. You can't limit casualties with nuclear weapons... they're only for MAD.
