Osaka folks are known for their wicked sense of humor...like passing policy guidelines without ANY enforcement clauses. Sheeeeeeeeeeeeee-it. :crazy3:

Local govt aims to integrate foreigners

In a first for a prefectural government, the Osaka prefectural government has released policy guidelines intended to eliminate discrimination against foreign residents and foster the inclusion of residents of any ethnicity or nationality.
...prefectural government has taken a positive approach to "coexisting with foreign residents rather than controlling them," according to the guidelines.

Possibly...but I read somewhere (can't think where because I just woke up) that this is the way that Osaka sometimes gets around federal issues, by making guidelines which are enforced a little behind the scenes...but not on the surface...
