Neighbourhood Announcements - what is the freakin' point?

I've just been woken up by an earlier than usual series of announcements blasting through my area. I don't think it's anything especially important - but no one would know if it was or not. No one can understand what they say. The sound bounces right back to the speakers so you just hear a lot of reverb and no actual words.

I don't think that anyone from the local govt has bothered to check how the sound travels when there is a huge freakin' mountain right smack in the middle of their speaker arrangement.

Why the hell can't they just send out an email?

And who do I need to track down and kill?

I called the City Hall and got the translation:

" Attention Residents! The foreign devil woman in our neighborhood is still sleeping. When she wakes up to go outside, please keep your children and small pets indoors. Thank you for your cooperation. "

Too bloody right. If they expect me to finish producing this new much-needed little citizen for them then I need my sleep and lack of stress..
