The real question is why do professional criminals working in organized crime groups keep doing public stunts like ramming with a truck that allows themselves to be caught?

In this case, they meant to get caught. The publicity serves a purpose to intimidate both current and future victims that the yakuza (as a group) don't give a fuck for the law. The next time won't be a truck crashing through the gates but maybe someone in your family getting shot or your wife or daughter gang-raped and returned crying & distraught. That's why a significant percentage of victims of yakuza are convinced going to the police will only make things worse.

My guess is that the concrete was probably left over from a building site, the truck was 20 years old and gangsters were screwing up and had became a liablity.
