Good luck. It's (from an outsider's point of view) woven into the fabric of this culture pretty tightly. I'm betting that the difference between the men who frequent junior high prostitutes and those that have successful marriages is that the married men have intimidating personalities.

...I think it's the wives that are too subservient to stand up to their cheating husbands. There's another factor woven into the fabric of Japanese society: women are socialized to accept the fact that men will cheat and therefore learn to tolerate behavior that Western women would not. I've had more than one woman here tell me that they don't necessarily mind if their husband has an extra-marital affair or goes to strip joints, etc., as long as it's not a love affair, i.e. he can have sex with other women as long as he doesn't love them.

So these guys can get away with murder because a) their wives will tolerate a lot, b) there's plenty of supply (young girls who want cash), and c) non-existent or weakly enforced statutory rape laws, with the age of consent set very low. Plus the media feeds the frenzy by putting young teen idols on a pedestal, putting pictures of bikini-clad 14-year olds on the inside cover of manga magazines, and putting kitschy cute style above mature sexuality.

It's not low anymore. They passed that child protection act last year that makes it a serious crime to have sex with a minor... there's always a case of one old perv or another getting busted for this in the Mainichi.

Sure, they passed that law. But like most laws in Japan, it's selectively enforced. Usually the busted guys in the news are high-profile politicians or bureaucrats. Can you find stats on the number of everyday salarymen who get busted under that law, compared to how often the crime itself occurs? I'm betting that there's a huge discrepancy, not to mention the fact that this isn't the sort of crime that gets reported much after it occurs.
