Yomiuri: Chef to be detained over visa scam
The Tokyo Regional Immigration Bureau plans to detain a 41-year-old Chinese cook on suspicion that he reentered Japan after deportation using false identification as the chef of a famous Shanghai cuisine restaurant in Tokyo, immigration sources said Wednesday...The Chinese man has stayed in the nation illegally for about eight years, and has become well known as the owner of a popular Chinese restaurant in a business district in Tokyo...The restaurant is in a building run by a foundation for cultural exchanges between Japan and China. It is famous for its authentic Shanghai cuisine and is often visited by high-ranking Chinese government officials when they come to Tokyo...more...

Since the article says "business district", the restaurant might be in a building run by the Kazankai Foundation in Akasaka.
