Sighting rumors...

http://www.japantoday.com/jp/quote/2412

One said a man resembling Ichihashi was a building janitor in Mito City, and another that he was working at a nuclear power plant, or as a supermarket cashier. There were rumors he'd gone to ground in the gay district of Shinjuku 2-chome, or to Thailand or Canada.

Time to bring in The Seekers...

Joshua Armstrong is the founder and leader of the Seekers, an elite team of seven modern-day bounty hunters. But unlike every other bounty hunter working the streets today, the Seekers are not shoot-from-the-hip cowboys or wannabe cops. The Seekers are dedicated professionals governed by self-discipline and self-awareness and guided by the principles Armstrong set down when he formed the group. His approach to bounty hunting is unique. Though the Seekers carry all kinds of weaponry and will use force if the situation calls for it, Armstrong does not believe in violence. The way he sees it, if you treat a man like a man, he will respond in a manly way. If you treat him like a beast, he will act like a beast.

With an 85% capture rate-much higher than any of his fellow bounty hunters, the police, or the US Marshals Service--the Seekers have hunted down fugitives throughout the country, as well as Canada, Mexico, Puerto Rico, and the Dominican Republic.

They looked so tame in the 60's.

I'm guessing that they will run around blasting their songs from borrowed uyoku vans until the perpetrator can take it no more and surrenders (at which point they can sing "The Carnival Is Over").

Mr Kobayashi: First, I experienced a sort of overpowering feeling whenever I was in the room with foreigners, not to mention a powerful body odor coming from them. I don't know whether it was a sweat from the heat or a cold sweat, but I remember I was sweating whenever they were around.

I posted the Seekers suggestion only half in jest. If the interview can be believed, the group does their job quietly and professionally, and fill a necessary role in the American justice system. The Dog show of US television is something less than that.

At any rate, standard law enforcement in Japan is not up to the task of finding fugitives like Ichihashi, for whatever reason. Though not a skipping bail situation, what other options are there for the family seeking justice?

In Denmark, where I live, it is not possible to pay bail. People here mostly find the idea of paying bail and bounty hunters to be horrific. What they forget is that Denmark tends to jail a lot of people for a long time while they are waiting for trial. Now, not everyone are found guilty, which means a lot of innocent people are spending time in jail. If there were the option of paying bail, it would mean that fewer innocent people would end up spending a portion of their life in jail.

When I explain this to people here, they usually change their attitude. But Danes, and many other Europeans, do have a tendency to automatically despise everything American, for some strange reason.

Screw it, I know who we need for the job.
In 1972, a crack commando unit was sent to prison by a military court for a crime they didn't commit. These men promptly escaped from a maximum security stockade to the Los Angeles underground. Today, still wanted by the government, they survive as soldiers of fortune. If you have a problem, if no one else can help, and if you can find them, maybe you can hire... The A-Team.
Japan needs some sort of marshal service to hunt down fugitives.

The mother of a student who was stabbed to death on a Kyoto street a year ago appealed to the public on Sunday to help police find the killer. Junko Chiba and some supporters visited train stations in Kyoto and handed out packets of tissues and a sketch of the suspected killer.

Daisaku Chiba, 20, was killed last Jan 15 while he was riding his bike home from Kyoto Seika University. He had been stabbed 10 times. Police believe he and his attacker got into an argument over a bicycle. Police said they have no specific leads and last month, offered a reward of 3 million yen for information leading to the arrest of the killer.

How about this: the families of victims sit all day in the kobans giving directions and drinking tea, so the police can get down to real police work?

From this article:

The hunt for Lindsay Hawker's suspected killer began in Tokyo, but he escaped capture. Police believed he fled to Canada or the United States. Police have issued an arrest warrant in his name for abandoning a body.

I don't recall seeing police mention him fleeing to the US or Canada before. The report seems very generic so it is unlikely that there was much original research behind it.

Japan Probe has an update which includes the video below. Police have issued new images based on the idea that Ichihashi may be cross-dressing or else has grown has hair and is wearing glasses:

Police in Chiba have released pictures of somke of the items of evidence they collected related to the case. Above is the picture that Ichihashi drew when he followed Hawker back to her house and arranged for her to meet him for the fatal lesson.

They have reposted the video of Ichihashi in the building's elevator. The NPO Police Channel will also carry a video later today.

I tend to think this is a bunch of nonsense but...
Man matching suspect in murder of British woman spotted in Ikebukuro
Mainichi
A man closely resembling the suspect wanted in connection with the murder of a British woman has been frequently spotted in Tokyo's Ikebukuro district, police said.

Chiba Prefectural Police have received about 40 pieces of information in which witnesses said they saw in Ikebukuro a man resembling Tatsuya Ichihashi, 29, who is wanted in connection with the murder of Lindsay Ann Hawker, 22.

The witnesses said a man whose eyes and other characteristics closely resembled Ichihashi had frequently visited a pachinko parlor, a hotel and restaurants near JR Ikebukuro Station since right after the murder of Hawker in March last year up until recently.

The investigation headquarters at the prefectural police has also found that Ichihashi, an unemployed man from Ichikawa, Chiba Prefecture, had visited Ikebukuro with an acquaintance before the slaying took place...more...

Sadly it has been a year since she died. The family have a website page dedicated to this.

First Aniversary

[Floatl]Image[/floatl]
As the first anniversary of the murder of Lindsay Hawker approaches, we are travelling back to Tokyo, Japan, to try and raise the profile of the case.

The only suspect in the case 29 year old Tatsuya Ichihashi, has still not been captured, and a year on he is still at large. We firmly believe he is still alive, and is possibly being helped by a third party.

A new poster has been issued by the Japanese police, giving computer generated photo-fit pictures of what he could look like one year on.
Lindsay Ann Hawker

All of Lindsay's family and friends all over the world remain determined to keep up their efforts, and to seek justice for their daughter, sister and friend. We are trying to do all we can to assist the Japanese police in catching Ichihashi. The Facebook Site "Don't forget Lindsay Hawker, Please remember this Face" has been set up and has over 20,000 members.

We say again "Please don't let Lindsay's death be in vain help us to get justice for Lindsay".

She was an amazing young woman, who travelled to Japan to teach. She was brutually murdered and this evil man needs to be caught before he strikes again.

If you have any information please visit our contact page or email: info@lindsayannhawker.com. You can contact the Japanese police on 00 81 47 397 0110, or your local police.

Lindsay's junior sister said in TV "At first I was scared to go to Japan".
Anglo-Saxon media's reports are based on wrong misunderstandings about sex liking of Japanese men, which is "All of ugly filthy uncivilized Japanese dudes try to rape and eat our beautiful clean civilized white females!!!". They think like that probably because Japanese men often stare at white women when coming across. But most of them stare at white females just because they are still rare in homogenious Japan.

As I said before, unlike Japanese women, Japanese men basically regard only the same Japanese women as sex object. Japanese men who regard white or caucasian women as sex object are apparently minority group in Japan and even treated as weirdo by the other Japanese men.
Remember that.
