This was taken (I believe) during the Emperor Showa's trip (as the Crown Prince) around 1921. It was a supposed combination orientation for the Crown Prince, as well as an effort to raise undertanding and support among European countries for Japan. This was the brainchild of the zaibatsu who wanted the Crown Prince to see what it was like outside of Japan and what Japan was facing and to present Japan's royalty to the world stage. There are those who also believe he was pressed into having the court announce his marriage to the Princess Nagako to help sell this trip to those who opposed it.

There was a surprisingly large anti-trip sentiment among rightists who did not want the soon-to-be Emperor to leave Japan both because of danger and that he might be exposed to the wrong type of education while abroad.

There was more to it than that, but I hope than answers your question, 'cause I need to go have a wank....

I can't think of a funnier caption than what former Deputy Chief Cabinet Secretary Yoshitada Konoike actually said. Well, technically he didn't actually say that, but that's one translation of what he did say.
