Divers replace the underwater post box off the coast of Susami in Wakayama (see Pink Tentacle). Waterproof letters can be bought at a nearby dive shop and get collected by local divers. It's the second time the box has been replaced and it's also not the only one; according to this link, Vanuatu even has an undersea post office.
