So is the rest of the western world. We're swamped in lawyers and administrators/managers but way short of teachers and engineers. The solution is already in the NYT piece: offer better pay.

I don't know about standards, but the actual conditions seem pretty third-world to me, once you get out of the big cities. Hell, they seem third-world plenty of times when I'm in the big cities.

Another problem the larger companies with international transplants have is that the very experienced/problem solving engineers go OS leaving none to teach the younger guys.
Never underestimate the power of very stupid people in large groups.

Yeah, that bit about Japan having reached "first-world living standards" made me laugh too. I doubt the average Frenchman or Australian would put up with 80 hours of unpaid overtime a month, a cattle-car commute, and a rabbit-hutch condo for which he's saddled with a housing loan that vastly exceeds his equity.
