According to Japanese Cardinal Stephen Fumio Hamao, a number of samurai warriors are among 188 mostly lay Japanese martyrs expected to be beatified in November. The samurai, despite their fierce reputation and fighting skills, chose the path of non-violence. Cardinal Hamao, who previously headed the Pontifical Council for the Pastoral Care of Migrants and Itinerants, says he expects Pope Benedict XVI to soon approve beatification of the martyrs and that the ceremony will be held in Japan....The cardinal, the only Asian in the group, in appealing for beatification said "they were put to death not for political reasons, not because they were political opponents, but by reason of their Christian faith." He stressed that "though many were samurai and knew how to fight, they nevertheless chose the path of non-violent resistance, and that is also very significant for people today"...He noted that this marks "the first time the Japanese bishops have promoted a cause, since religious orders, not bishops, presented the several beatified and canonized martyrs that the Japanese has already...more...

I read the source article...
The prelate said it is "highly significant" that all 188 are Japanese and all but four are laypeople - mostly women but also children.

And was instantly reminded of this tale of martyred children:

...Benedict on Friday also declared martyrs 188 Japanese who were decapitated, burned at the stake or scalded to death in volcanic hot springs in the early 1700s. Among them was a Jesuit priest, Peter Kibe, a convert to Christianity...

The Emperor...ordered that the religion be banned. For good measure, he arranged that churches should be destroyed and anyone continuing to profess to be Christian, crucified.

The article says the emperor ordered it but I wonder if it wasn't the shogun. Not that it really matters to the crucified people.
His [Brendan Behan's] last words were to several nuns standing over his bed, "God bless you, may your sons all be bishops."

I was under the impression the emperor had almost no power until Meiji. At least that's what they said in East Asian Culture 101 class.

I vaguely recall that in the Tokugawa bakufu, the shogun made the decisions but they were issued through the figurehead Emperor.
