Yup, if money is no object, like it is for these guys.

BTW, does everyone use the US meaning of billion these days? I mean can we assume that 1 billion = 1,000,000,000 any time the press mentions a "billion" without having to look at the nationality of the source?
Mr Kobayashi: First, I experienced a sort of overpowering feeling whenever I was in the room with foreigners, not to mention a powerful body odor coming from them. I don't know whether it was a sweat from the heat or a cold sweat, but I remember I was sweating whenever they were around.

The difference in English was primarily between America and Britain but the UK gave up the long-scale in 1974. However, there are plenty of European and South American countries which still use it.

Wiki here.

So the answer would be ... "no".

Much better is the suggestion under the wiki "Alternative approaches" heading, just write the damn figure out, eg, this much money 10,000,000,000 Yen.

I wouldn't trust the Arabs to manage a tea party but many of those people are very smart investors, medicine will become big business in Japan especially with a looming elderly population

addressing the issue of Brit billion Vs US billion
That's why powers of order are used in mathematics

Eg 1 . 2255 ^ e9

so not to confuse

1,225,500,000
and
1,225,500,000,000

Just wait until you get to 'Trillion', 'Quadrillion' etc you could be missing a shit load of money

Gulf Daily News: KIA to triple investments
Kuwait Investment Authority (KIA) plans to as much as triple investments in Japan to $48 billion. Kuwait invests about $15bn to $16bn in Japan, Finance Minister Mustapha Al Shamali said. He is touring Asia with Kuwaiti Prime Minister Shaikh Nasser Al Mohammad Al Sabah. "KIA has an intention to double or triple its investment in the Japanese market." The increased investments would follow an agreement to avoid double taxation between the two countries, which would help strengthen investment flows, Al Shamali said.
