[floatl][/floatl]The Ministry of Justice has just released figures on registered foreign residents for the end of 2007. There were 606,889 Chinese nationals, pushing the 593,489 Koreans (from both North and South) into second place for the first time since records were begun in 1959. Altogether, there were 2,152,973 foreign residents registered which represents an increase of 68,054 from the previous year. Brazilians came in third with 316,967 followed by 202,592 Philippine nationals. What is striking about the data is that the 1959 statistics showed 610,000 Koreans and only 40,000 Chinese. Even 10 years ago, Koreans numbered 650,000 against 250,000 Chinese. To some extent, the declining trend among Koreans is a result of Special Permanent Residents electing to take Japanese nationality but the number of Chinese nationals in Japan has been rising so quickly that they were bound to overtake Koreans at some point. The other point of interest in the data is something Debito has been mentioning for some time. For the first time, there are more permanent residents - 440,000 - than special permanent residents - 430,000. Again, the decision by Koreans and Taiwanese to take citizenship has brought their numbers down while ordinary permanent residents are growing in number. Altogether, foreign residents now make up 1.69% of Japan's population which is a rise of 0.06 percentage points from 2006. In another first, Aichi Prefecture now has more foreigners than the Osaka Metropolitan area (220,000 vs 210,000) while Tokyo keeps the top spot with 380,000.

My wife keeps getting more and more Chinese patients, and she says they all live in the vast series of danchi stretching from Kemigawahama to Chibaminato on the Keiyo Line. I hear Chinese spoken all the time at the supermarkets around here. They're perfect immigrants for Japan - you can't even distinguish them from Japanese except for the language. They're movin' in and takin' over, Take!

i would say that there is more to distinguish them from japanese than just language. at least in my experience out here, which is mostly young women who work in the factories, i've found that they dress differently, are usually a good deal shorter and tend to wear their hair differently.

also, not sure if it's an inaka thing or not, but i've never ever once seen a chinese girl with a cellphone. they are always using the public phones and riding together on bikes in any weather.

Emerging gangs target Chinese

The police suspect two criminal organizations comprising members with China-related backgrounds, some of whom were arrested last month, have been extorting protection money from shops operated by Chinese in Tokyo's busy districts, according to sources. The Metropolitan Police Department suspects these criminal organizations have long been involved in robbery and theft and is now trying to secure more stable financial sources by extracting protection money from shops and restaurants in the same way Japanese crime syndicates do. The police arrested Piao Songfung, 29, and three other people with Chinese backgrounds on suspicion of seriously injuring the 37-year-old head of a karaoke bar located in front of the west exit of JR Ikebukuro Station by beating him with a chair. According to a senior MPD official, Piao is deputy head of the Jinshan group, which has about 30 members. The police believe Piao and others attacked the man for refusing their request for monthly protection money of 50,000 yen.

Near the station's west exit there are about 200 Chinese restaurants and other shops. The Jinshan group, which has taken the neighborhood as its territory, has been operating a protection racket there since last summer. It extracted sums ranging from 50,000 yen to 100,000 yen per month from each restaurant and shop. This is the first case that has come to light of a Chinese-related criminal organization operating a protection racket in Japan. The police also arrested Jiang Haifung, 36, deputy head of the Dawei group, a criminal organization that had footholds in Ueno and the Kinshicho area of Sumida Ward, and four other people with China-related backgrounds on May 28 on suspicion of violating the Stimulant Drugs Control Law. According to information collected by the police, the Dawei group comprises about 200 members and not only collects 30,000 yen to 50,000 yen from restaurants and shops operated by Chinese in the areas it controls, but also sells drugs and is involved in robbery.

According to sources, most of the members of the two organizations are children or grandchildren of Japanese left behind in China during the closing days of World War II who later returned to Japan from the northeastern part of China. Many such children and grandchildren fail to adjust to life in Japan due to linguistic and cultural differences. Some of them set up a gang of hot rodders named "Dragon" in the late 1980s linked to multiple robberies. Seven criminal organizations in Tokyo have since been set up by former Dragon members, according to sources. In the past, a noticeable number of robberies and other forms of crime were committed by illegal Chinese aliens from Fujian Province and Shanghai. But crimes committed by the children and grandchildren of war-displaced Japanese, who have legal resident status in Japan, became more common about five years ago, after the authorities cracked down on illegal aliens. "They started to move into more stable sources of money like protection rackets rather than repeating crimes that are eventually more likely to be uncovered by the police," a senior MPD official said.

only one way to find out. i really think the npa should have a "gaijin awareness campaign" whereby representative officers stop each and every foreigner to ask for their card.

a good time to do this is when foreigners are on their bikes (they could check to make sure the bike isn't stolen at the same time!) or when out with their families during a festival.

If you actually watch the news, or TV in general, you would know that a lot of chain convenience stores are using foreign labour. It ain't just the Chinese, it also includes Vietnamese and Indians too. I think it's just a population density thing with Chinese labour, cos there are simply more of them. I've seen at least two Chinese convenience store clerks at my local haunts...

I told a mate of mine about the site and his first question was "How many Nigerians are there?" The answer is 608, the largest number from any nation on the African continent. Ghanaians are second with 577. In case you are thinking alone similar lines, there are 1,297 Iranians registered in Tokyo.
