Students will be prohibited from using cell phones at the majority of public primary, middle and high schools in Osaka Prefecture from the next school year, under a plan announced this week by Osaka Gov. Toru Hashimoto. The new regulations will allow high school students to have cell phones at school, but prohibit their use on school premises, while possession of cell phones at other schools will be banned entirely. However, schools in the cities of Osaka and Sakai will be exempt from the ban, as the prefectural government does not have jurisdiction over such matters in these cities. Its a typical, knee jerk, low cost response to show the public that their elected representatives are doing something. It's much tougher to tackle real issues such as their overwhelming need to conform and to punish those who are different or seen as weaker to the herd.

The government is likely to ban elementary and junior high school children from bringing their mobile phones to school following a recommendation from a panel.
"It looks like the suggestion (for children's use of mobile phones) that the government's Meeting on Education Rebuilding offered will be adopted and mobile phones will be banned (at elementary and junior high schools)," Ryu Shionoya, the minister for education, culture, sports, science and technology, told reporters after a Cabinet meeting on Friday....more...
