The Japanese police are well known for successfully and consistently collecting their salaries. Oh and giving directions. Which is really nice, but don't need to pay bureaucrats 10 million a year, in salary and benefits, to give directions.

Investigative work...hmm have never heard they successfully doing this. Their main tool is forced confession, but that would require the guy giving himself up at a koban.

I don't know if paying for whores and running delivery health operations can be considered one of their tools. Hmm sounds like someone has caused their business some trouble.
