Medical term is "hypoglossal terminal fissure". Its one of those weird phenotypes that is 100% cosmetic and makes no difference at all - but is unique to Japanese populations. I read about a Todai genetics professor who has enormous J-Gov't grant funding and who is trying to determine the actual genetic basis of this benign anatomical feature. And there are several text books and medical reviews devoted to analysis of hypoglossal terminal fissure, but only published in japanese for some reason.
