A Japanese doctor has apologised after saying that people should smoke themselves to an early death to save the country money on elderly care, according to his hospital. Skip related content

"It is clear that medical costs will increase if non-smoking spreads," the doctor said last week, according to Ida Hospital in Kawasaki City. "It's better that people smoke a lot and die early."

The man, whose name has been withheld, made the comment at a gathering of doctors, the hospital said.

"The hospital president has reprimanded him severely," said Tetsuya Yamamoto, a public relations official of the hospital.

"He said it was a careless remark and sincerely regrets it," the official said, adding that he was being sarcastic as the doctor is a smoker himself.

His comments angered activists.

"It was an outrageous remark that should not come from a doctor who is supposed to protect people's lives and health," Bungaku Watanabe, who heads an anti-smoking group, said in a statement.

Japan's overall smoking rate is declining.

The rate for men was 39.5 percent, still high among developed countries but half of the rate of four decades ago, according to a 2008 survey by Japan Tobacco Inc. The rate for women was 12.9 percent, down from 15 percent in 1968.

Several municipalities in central Tokyo and across Japan have banned smoking in public places except in designated areas.

Kawasaki City is located in Kanagawa prefecture, where authorities are studying whether to ban smoking in all bars, restaurants and other public places in what would be a first in the country.

Let's be honest, if people in Japan aren't already smoking themselves to an early death, it's going to be hard to make it happen.

But personally, I'd much rather drink myself to an early death.

Fuck yea!!! That would be great news! But wait, why stop at Kawasaki city? Why not ban smoking in the entire country(except for designated areas)Now that is real "change" we can all benefit from.:D

Quite frankly, as an occasional smoker, that is one thing I really love about japan. I mean if you have good ventilation theres not really that big a problem. Im not a hard core smoker or anything, but some times when I see some movies from the 50's or something I long for the days when the professor and students were all smoking in during lecture. I'd pay attention so much more in class if I could be smoking from my old man's pipe.

But i guess thats just me

I'm not an anti-smoking nazi or anything but this made me laugh. Where in Japan have you ever found a restaurant or bar with "good ventilation"?

I dont know, all of the Mister Donuts Ive been to had pretty nice vents. And most of the bars in Osaka that ive been to, like Cinquecento and Zerro i thought were alright.

But I dont know, i would assume those who actually mind smoking would know better than I, cuz i dont mind that much and therefore probably dont notice.

i can't imagine anything worse than sitting in mister donut, eating greasy donuts and smoking cigarettes.

Cinq and Zerro do NOT have good ventilation unless you are standing outside the door.

Being the unselfish person that I am, I'd be happy to oblige. But seeing as I need to tie up a few loose ends before I die, would you mind giving me a little bit of extra time, say 40 or 50 years?

I think your idea of "good ventilation" is somewhat different to mine. ;)

If I go somewhere and leave stinking of smoke then the ventilation isn't "good". In 15 years here I have not found anywhere that has ventilation that is remotely close to being good.
