How much does it cost to apply for residency ? Is there a profit to be made ?
I broke a mirror this morning, which means I should be getting 7 years of bad luck - but my lawyer says he can get me 5.

I guess they see this less costly then possible crime prevention, homelessness, or dealing for poor foreign nationals who may not have perfect command of the Japanese language.
I am not really sure where I am going, I just hope that when I get there, I can sit down because I am sure my feet will be tired.

I haven't seen the original story in Japanese and don't know if the angle would be different. However, I saw a NHK special a week or two ago about Japanese-Brazilian laborers in Japan. They followed around quite a few families where the parents lost their jobs, but did not have enough cash reserves to buy plane tickets home. They legitimately seemed to want to return to Brazil, but couldn't. So they were stuck in Japan (and receiving public assistance, probably).

Sounds like this rescue plan is targeting that demographic.

There is of course a catch to the money: Anyone taking it isn't able to apply for the same "descendant of j-national" visa to come back to Japan again...
And you run and you run to catch up with the sun but it's sinking
