I think Japanese tourist are good but not No.1. I would vote for either American, British or Australian. They complaint on the spot if they are not happy. And when they are really pleased with your service, they make an effort to compliment you. Most Japanese being too quiet, and only complaints behind (or much later when they have gone home), which not necessarily help an establishment that wants to improve their services.
