Amnesty International Condemns Japan For Capital Punishment

Amnesty International: Mentally ill prisoners face execution
Numerous prisoners on death row in Japan have been driven into mental illness by extremely harsh conditions yet almost no safeguards exist to prevent them still being executed in contravention of international law, said Amnesty International today...Publishing a 72-page report - Hanging By A Thread: Mental Health And The Death Penalty in Japan (PDF) - Amnesty called on the recently-elected Japanese government to impose an immediate moratorium on all further executions in the country. Japan is one of the few highly industrialised countries in the world still to retain capital punishment and last year it executed 15 prisoners, the highest number in the country for decades and one of the highest anywhere in the world. Ninety-seven prisoners are currently facing execution in Japan, with ages ranging from 26 to very elderly inmates (one is 85). Amnesty's report reveals that there is considerable evidence of prisoners succumbing to very serious mental illnesses due to prolonged periods facing execution in extremely harsh conditions. There are very few independent medico-legal assessments of even long-term death row prisoners in Japan and no inmate has ever been taken off death row in Japan for reasons of mental illness. Amnesty International UK Director Kate Allen said:

'Japan's death row system is driving prisoners into the depths of mental illness but they are still being taken and hanged at only hours' notice in an utterly cruel fashion. The mental anguish of not knowing whether each day is to be your last on earth is terrible enough, but Japan's justice system also sees fit to bury its death row prisoners in the most punitive regime of silence, isolation and sheer non-existence imaginable...more...

Well, this is a bit breathless....After all, I believe the state of Texas alone executed 18 in 2008...and somehow the metal health issues as a result of imprisonment of those the state plans to kill (or at least, never release) seem a bit of minor problem vs., say the mental issues caused by imprisonment of those who will be released back into society.

Perhaps I'm being naive, but I was under the impression that the J-gov executes people as an absolute last resort to prevent further danger to society (including that of fellow prisoners). Does AI have any stats available regarding the percentage of innocent (after the fact) prisoners being executed or are they just against the idea of any state having the power to end the lives of their own citizens for any reason?

Considering Japan's 99% guilty verdict rate the chance of wrongful conviction is quite high. A capital punishment system that gives no advanced warning to the date of ones execution, where every time they hear footsteps outside the door they would be wondering if this was it. This is bound to cause mental anguish.

Texas has a much better record and it seems they even execute the innocent.

I don't support capital punishment, but as far as I understand that if done properly it is a very fast method, since you die from breaking the neck in the fall. If given the choice I'd take hanging over lethal injection or the gas chamber any day. Death by shagging is still at the top spot though.

That's what I feel is the most objectionable about the Japanese system. Prolonged mental anguish, even though it may not leave physical marks, is still torture. Add that to the probability that some of those people aren't even guilty, and the cultural propensity for bullying, and you get a recipe for a living hell.

I'm undecided about the use of capital punishment, but very much against state-sanctioned torture.

What?! "Rap" has nothing to do with it. So if you listen to rap, that makes you eligible for the death penalty??? That means, a lot and I mean, a lot of people would fall in that category, not to mention, the gallows would be busy like a 7 eleven.

Hahaha. You never heard of NOLA bounce before? It's been around for many years (and it pretty much sounds the same as it has done for years too). BTW, I am quite convinced that no one gives a flying hoot about elements of hip hop or staying true these days, which I personally think is a good thing. Its more fun that way.
