Of course this is absurd, so why then quote income on a per capita basis. There is no reason for it unless your trying to make the impression that the household income is extremely low. The average 'reported' household income is over $33,000.


Is per capita income not a more important measure when talking about health care since it takes into account the size of a household? I mean, people have to purchase insurance for their entire family, not just themselves.

I'm sure if we took a census of households in manhattan we'd arrive at very different numbers. But that doesn't tell us anything about the difficulty poor people have purchasing health care. It is very likely the reason that they chose McAllen is for the very same reason you think it is unrepresentative. It is poor and the people are in desperate need of relief. Tort reform hasn't helped them. Well, why not? Tort reform is not going to solve this problem.

Unfortunately, the health care solution will be a political solution. We'll see where it goes.

Stossel thinks the liability issue is a problem of frivilous lawsuits and thinks the solution is to make the loser pay. In other words, if you bring a lawsuit and lose you have to pay the other party's legal fees and any other expenses or losses that may have occured as a result of the court case.

Would liability insurance be part of the cost of defensive medicine? There are doctor who give up medicine or go abroad to practice because of this. That's also one of the reasons doctors don't want to be OBGYNs in the US.
