Foreign Ministry Finds Document It Always Knew It Had

Xinhua: Japanese gov't finds documents proving existence of secret nuke pact
The Japanese foreign ministry has found documents proving the existence of a secret Japan-U.S. pact that allows U.S. military vessels or aircraft carrying nuclear weapons to enter Japanese territory, local media reported Sunday, citing ministry sources. A team of about 15 people, led by Mitsuru Kitano, a secretariat councilor in the ministry, found the documents during an investigation of ministry files, according to the sources. And the team informed Okada of its discovery on Friday. "The probe is now in the final stage, and we will announce the outcome in January," Foreign Minister Katsuya Okada was quoted by Kyodo News as saying on Saturday...more...

Considering the close collusion down through the decades between the corrupt LDP cronies and nepotists with Kasumigaseki's pen-pushers, it will be interesting to see how many of these "Oh, look what I found" incidents the DPJ administration will be able to unearth before they're booted out of office.
Knowing the desk jockeys, it probably won't be too many, but I'm sure this "find" is not the only one of its type out there...I guess the secret fund that Cabinet ministers could dip into at well is another example of this.
It would be nice to see the lid totally blown off in the corrupt relationship between bureaucrats and politicians, but DPJ members won't be excessively keen on making things too hard for themselves (especially as so many of them have LDP skeletons in their closets).
Still, it's good to see a semblance of transparency trying to break through.

That is exactly right Hair. An extreme example is Muneo Suzuki. By putting him on foreign affairs committees, the DPJ has reestablished his old political machine in the ministries with perhaps more strength as his power returns, causing some people view him now as untouchable.
Manifesto are nice to have around in written form, just in case you run out of toilet paper...
