Does anyone know where I can buy retreaded car tires in the Tokyo area or online?

Costco should be a good choice.

Even brand-new tires that have been in storage for over six years can be dangerous. There have been lawsuits in the US against retailers like Sears for selling new tires that had been in the warehouse from anywhere from six to nine years. The customers had no idea and thought they were driving on safe new tires until they blew apart and resulted in fatal accidents.

There is a Dept of Transportation (DOT) code that you can decipher on the rim of your tires to figure out the actual manufacture date. After reading the article, I checked out my own tires and confirmed they were manufactured about three months before I bought them.
