The Ministry of Internal Affairs has published some population statistics for the year to October 2009. Including foreign residents, the total population declined 0.14% from last year to 127.51 million. Male deaths have outpaced births for the last five years but this is the first year female deaths exceeded births. The Ministry says this event formally confirms Japan has entered an era of population decline. There was also net emigration of 124,000 with foreigners leaving the country following lay-offs at major Japanese firms proving to be one major factor. Some districts did see net population increases including Tokyo, Saitama, Chiba, Kanagawa, Shiga and Aichi. The only increase of any significance, however, was in Okinawa with a gain of 0.54%.
