Generally, Japanese tech support can be polite, but ultimately just as useless as calling an American tech support in Bangalore.
Oddly I callled Canon tech support today and talked to charming, young lady speaking refreshingly easy to understand Japanese---It turned out I was talking to Filipina tech support and we could continue our conversation in real English.

I've had pretty good luck with tech support here for a variety of electronic products. Mac was terrible 10 years ago but has improved greatly in the past 5 years.

Twenty-five years ago Mac had the best tech support in Japan---NCR provided all tech support with engrish support and guaranteed 48-hour turnaround time on repairs.

But as you said, between 1987-ish to 2004-ish, Apple Japan had a dozen management putsches and Apple Japan was the laughingstock of the foreign-owned companies in Japan (perhaps Apple Japan was the world's worst run foreign-owned company).

After the opening of the offical Apple Stores in 2004(?) tech support and repairs became easy and almost painless (but not cheap).
