I've never been asked for my ID or even approached by police... even when getting stuck with a rather rowdy crowd in Shibuya on new years a few years back. (whom were all arrested, except me?)... And it's hard to mistake me or a foreigner... white and 6'5".

Looks like they target people who 'could be' Korean or Chinese... the 'middle group' of Hard to tell people.

I was wondering the same thing. Assuming there isn't a Japanese version we don't know about (anyone know if there is?) maybe no one in Japan was interested in publishing it.

I didn't think they were allowed to publish stuff that goes against their "common sense".

this is racial profiling by J cops, and like most japanese they are fucking useless at it...they dont understand how different most japanese look anyway.

I also would say if they see a hot woman and suspect her to be "foreign" they would be most keen to see is she is an over stayer ....and lock her up...it has been reported in human rights groups what can happen to overstay foreign women in japanese immigration detention!
