The way I see it, that situation and others like it are a vicious circle. The police are holding back the fence because it looks like the fans will break through if they don't, and the fans are pressing on the fence because the police are holding it up. I will believe to the day I die that police/civilian clashes like that will not happen if the police don't look like they are prepared for it.
