Gunma is disappointed by the inability and unwillingness of the prefecture's hotels and inns to attract foreign guests.

This is not surprising. I think it was you that posted a nationwide survey a year or two ago, where the majority of respondents, some 60-65% as I recall, stated they were not in favor of fgs coming to Nippon as tourists, or otherwise. Sorry, no site for that post, as I am too fucking lazy to research it....

On the other hand, why would any foreign tourist want to actually go to Gunma for?

I've lived here over a decade and never had a reason to go, probably never will. How does the survey account for the fact that nobody wants to go there anyway? Even if they convince the innkeepers to print up English and Chinese menus and room booklets, what's the point? Would the ministry of tourism at least pay for these expenses (I hope not, it's my tax money being wasted on futility)

Isn't this kind of like criticizing the Truck Stop and Motel Association of Western Nebraska for not being willing to go out of their way to cater to the needs of international tourists?

Focus on intolerance in places tourists actually go to first.

I think it could also be a location problem. You're probably not going to come to Japan just to see Gunma unless you're the relative of a Brazilian factory worker and even then you won't be staying at a hotel. If you're doing Tokyo and want to spend a night or two in the boonies, you're going to Niko, Nagano, Mt. Fuji, or Hakone first.
