'Full House' is a really old TV program, it started back in 1987! I don't think it was very popular back in the US, maybe with kids. There were other more popular TV programs like: Little House on the Prairie, The A-Team, Starsky and Hutch, Magnum PI, 21 Jump Street, Baa Baa Black Sheep, Dukes of Hazard, Mac Gyver, even Punky Brewster (a kids show) was much more popular than Full House.

If your asking what's the #1 TV program in Japan now, I don't know. If your asking what's the most popular Japanese program among foreigners, I think it depends on that person. Everybody has different preferences. Some people like Anime, some people like Dramas, etc. etc. But just to give you an answer I know a lot of foreigners like ITE Q.

I rarely watch TV in Japan. From time to time they will have a good show on. But mostly it's crap. Sorry, I'm not trying to offend anybody but TV programs in Japan really sucks!
Every channel has the same shit on day after day. The most 'popular' recycled celebrities of the moment going around Japan, eating food saying "Ooiishiiiii!" while the others are watching the 'VTR' going "Eeeee!". Then the food is served to them in the studio so they all can go "Ooiishiiiiiiiii.... Umai!" and they all agree it's the most delicious thing they have ever tried. Can't anybody come up with some original ideas?!
On that note, that's why I think people like 'ITE Q', it's very original compared to the others out there (for now).

Full House: Vewy popular in France
Little House on the Prairie: aka 'the fucking christmas re-run' (please make it stop)
The A-Team: Aka L'agence tout risques, my grandpa was a huge fan of B.A. Barracus (Barracuda in French), Summer vacation re-run.
Starsky and Hutch: Hell yeah... the French theme song kicked ass compare to the original. (personnally I hated the 70' disco feeling)
Magnum PI: Same... But too many gay inuendo for me... (like the 2 Mustachioed guys living together in a big mansion)
Baa Baa Black Sheep: I don't remember a single week (day ?) without this being broadcasted.
21 Jump Street: Different generation of awesomeness
Dukes of Hazard: unfortunately popular, didn't trigger the expected sexshual revolution (I/E still not OK to fuck yer cousin)
Mac Gyver: Same as baabaa blacksheep
Punky Brewster: Constant summer vacation re-runs
Don't forget Knight Rider (K2000 here)
Or Airwolf (SuperCopter) which was a bit a class on it's own, maybe because the machine was stealing part of the show.
For some reason 'Different Strokes' was also more or less always broadcasted...

Most popular US TV show? Probably M*A*S*H. It's unlikely it will be surpassed any time soon either as the number of channels (and therefore shows) has expanded exponentially since M*A*S*H debuted in '72. Somewhere between 105 and 125 million people watched the final episode in '83. I still laugh when I catch a rerun.
