The State Department probably doesn't know they've been embarrassed yet, since nobody has apparently informed them that CRO has been Japan's primary intelligence arm since the 1950's and Japan was assisted in the preparations for it's original setup by occupation forces. But, this, of course, is the re-invention of the wheel (or in this case, the re-discovery) which is a basic government function, so we should not be surprised at them not knowing.
