An expert on NHK just said that machine grease is stored in that part of the plants and was very likely what caused the smoke. It burns at around 300 c and the temps were above that. Unofficial and no smoke is good in this case, carrying who knows what into the air, but I still considered this good news that it might be just grease burning.
