I don't think there is any other way to get a neutron beam except for an exposed fission reaction, so yes...

edit: and oh yes, if the core is exposed this also means we are exposed to those nice gamma rays. Funny they did not mention that...

Hmm, doesn't sound like actual 'beams' of neutrons are coming out if the readings are that small.

I wasn't sold on this until I did some research, but it seems that you can coax neutrons into beams, so let's not give up on the idea that UFOs are indiscriminately raking Japan with random neutron beams due to the aggravated misappropriation of their likeness by a certain corporate manufacturer of instant food products...

If I understand all of the nuclear mumble-mumble correctly, the presence of neutron beams means there is either partial nuclear fission happening in the SFP (spent fuel pool), or the reactor containment has breached enough to let neutrons out of it.
