Okinawa Police Want to Arrest Base Youth

Okinawa police believe a group of foreign youths linked with Kadena were responsible for threatening a local kid with a knife and stealing a mobile phone. NHK reports (Japanese) they have eyewitness testimony and have issued a warrant for one 16 year old they believe they have identified. Base authorities have so far not responded to the request, made under SOFA. for the boy be handed over.

Are you sure? I thought under SOFA they didn't have to turn him over unless he is formally charged with a crime.

The military seems to be cooperating with local authorities more than they technically need to according to SOFA as of late, just probably trying to show the locals they care about crimes committed by their own. Still its a big black eye for all of them, thanks to some dumb ass kids.

Does anyone know if the military looks into the background of the spouses and childeren of those serving before sending the family overseas?

A dependent is considered a civilian under SOFA for the purpose of criminal investigation. The JNP are with in their rights under SOFA to ask for his bod. If he is 20 and older, they can take him right away under SOFA. The question will be his age as a minor of 16. The US side for minors, normally conducts an inquiry and will either release him to the JNP, or with GOJ concurrence, deport him back to the states. I would suspect that since this is armed robbery the JNP will get him. A lot of times for less violent cases, the JNP will allow the perp to remain in US custody and have the US side make him available for interrogation. I suspect JNP will get this dood right off providing there are no problems with the JNP prelim case against him.

The military is generally aware of any criminal record of military, or their dependents as all law enforcement agencies in the US have a requirement to notify the base on any major infractions of the law. Also, the passport requirements for dependents is another screening process, particularly on felonies and any dope violations. But still, no situation is perfect.

It seems to me they should go a little deeper than that. I doubt these kids suddenly become delinguents just because they're in Japan.

You probably have a point SJ, but than again, those families will be here for 4-5 years on a normal tour. They will extend for more if the wife is Japanese, or Asian. 4-5 years is a lifetime for a teen in development.

However, having said that, I think it would be difficult with privacy requirements to "dig deeper," just because a family is being designated for shipment abroad, give no criminal records.

The kids came 30 or 40 years too late. If you read some of the online memoirs of those who grew up in Japan as military brats, they could get away with almost anything. But that was back when the locals were subservient to their American masters - sprog included.

There's a good deal more coverage of this incident now, mainly emphasizing the fact that the two in question have not yet been handed over. The Mainichi says (Japanese) that police have CCTV footage which shows a group of around 5 kids near the incident. It's not clear whether the video captured the mugging itself. The arrest warrants are for a 15 year old who allegedly held the victim's arms from behind and a 16 year old who threatened the victim with a knife. The knife and stolen mobile phone have been found nearby and have been screened for fingerprints. The US authorities have apparently searched the homes of the two suspects and confiscated some items. The Mainichi report says the kids may have denied any involvement in the incident.
