Having taught Chinese students in a vocational school here, I'm not sure why you'd want them. Talk about the dumbest of the the dumb. My only guess is that Japanese really lacks a peasant class will to work for ... well nothing.

The smart ones study in the US or the UK.

Exactly.

I'm sure this is also to help keep the technical colleges in business. With the falling birthrate making it easier to get into a 4-year university, they must be taking a beating.
