This kind of senseless following of rules/laws (many examples abounded post 3/11) is the sort of thing that is ingrained into Japanese people via culture and the education system. It's one of the key negatives of being Japanese, in my opinion (of course not all Japanese are like this, only many.)

Although this wouldn't be a problem in the US, it often isn't much better when it come this kind of bullshit adherence to letter of the law. Either way, it fucking pisses me off.

BTW, when will Japan get real EMTs instead of glorified limo drivers?

Yeah, yeah, pointless rule following. But then again in the US etc if you did one thing wrong, or perceived as wrong, you get sued etc...

How can you be a true Japanese when you can admit that "we Japanese" doesn't really stand for everyone in the entire cuntry? Isn't that, like sacrilegeous? :D

So that is why you always see so many Japanese turds just standing around when someone is dying on the street from an accident. "It is their day off."

In the US he'd be ok, but only if he did everything perfectly. If anything at all went wrong his superiors would be looking for any excuse to fire him as a CYA move.

FWIW, there was just a case in Alameda on the San Francisco Bay of a guy who apparently intended to commit suicide and waded out into the freezing water. Firefighters and police did not enter the water to get him and just stood on the beach because they were not trained in water rescue and also felt the very large man would become violent. Eventually he was pulled out of the water, but later died, of hypothermia.
