I'm looking for a gaijin house and I see this page on Borderless House vacancies. Scroll down and note the tag that says "Japanese" under the [Acceptable Nationalities]. Isn't that illegal?

The Chinese girl already in that room may have asked for a Japanese room mate. The place clearly doesn't have a problem putting two foreigners in a room so you could always ask since it's ultimately up to the landlord. If there's no Japanese girl on the horizon, the spot has been empty for a while, and you are a girl yourself, then they might not want to hold out to meet that condition. Whether you really want to share a room with someone who might not want to share with you is another matter.

It's not illegal.
But I don't think this is intentionally so. Japanese laws have always been drawn up on the assumption that they'll apply to Japanese (Nobel Prize-winning theory, huh?). The numbers of minorities in this cuntry are negligible. Bureaucracy moves at a glacial pace (except when the old men of the Health Minstry approved Viagara in about 1/15th of the time it took them to OK the low-dose Pill) and, as anyone who's ever done anything with a Japanese organization, caution and attention to mindless details are watchwords.
For Japanese lawmakers (and I mean bureaucrats not politicians), there are far more important issues than making sure foreign scum get treated the same way as their own scum.
But, as FG Lurker noted about smoking in another post, once this cuntry gets its teeth into things, it goes at them with intensity. In which case, to borrow from Oscar Wilde, be careful what you wish for because you might get it.

(Saw this happen first-hand back in the '90s. One of our foreign staff agitated furiously to be made into a seishain because he wanted to be treated equally with the Japanese. After much fighting, he got the status. His monthly wage dropped significantly and take-home pay further depleted by compulsory payment of dues to the in-house union, he was expected to work several hours of "service" overtime daily, refused permission to take a two-week vacation to go home and lasted six months before being sacked for insubordination. The in-house union to which he'd been paying hefty fees advised him to save his job by doing what his superiors were ordering him to.)
