Conversations around with people who are supposed to know, indicate that although there was mass popular support for Maehara and government bureaucratic support for Kaieda, Noda was decided upon so that the collateral damage fixing to occur, will not splash on, or stain the new upcoming stars of Minshuto. In other words, Noda, who actually is not that old and is pretty well qualified (a rarity among these nerds), will have to take the heat for the upcoming hard and unpopular economic decisions that have to be made. This will help ease the way for, Maehara, who is supposed to be the poster boy in the future that will be billed to rein for a long time (when his turn eventually comes) and this will guarantee mass re-election of all Minshuto members into the future. Duh, haven't we heard, or seen this somewhere before?

Your assessment is troubling only in the fact that it is based in reality. I say that only because, as Yokohammer fears, those that hope for efficacy in governance will be a lot that remains unfilled.

Forgive the pun, but you are saying that Noda is being set up as a scapegoat...the worst kind of goat methinks.

Pun? What Pun?

Well, it might just well backfire, as Noda is no dummy and he is young in age not much different than Maehara. Noda might have his own plans. In the days of the past, that would be unheard of. If called upon you took a sip of sake, climbed into the cockpit and took one for the team. That was that. However, there ain't a lot of that kinda loyalty anymore....

An observer of Japan's revolving door of prime ministers said the country's political problems are weighing down one of the world's largest economies.

Japanese politicians lack spine and public support, said Keith Henry of the Tokyo-based Asia Strategy, a government policy consulting firm.

"They've got to turn the ship around 180 degrees," Henry said. "Until they see an iceberg, they're not going to do it."

Japan is facing a massive reconstruction program in the region devastated by the tsunami, an ongoing nuclear energy crisis and unaddressed problems in the economy.

Noda, a fiscal conservative, has pledged to raise taxes and would like to privatize state assets.

Last week, the credit rating agency Moody's downgraded Japan to an Aa3 rating from Aa2, blaming the country's huge deficit and frequent changes in administration that have prevented the government from implementing long-term economic policies.

Right on. Despite the content, the article I referenced is actually written by a different author...I posted it primarily to demonstrate the overwhelming consensus (among pundits, academics, etc.) regarding the lack of political will or perhaps the incapacity to deal with the gravity of problems facing the country notwithstanding the opportunity presented by 3/11 to rehabilitate by charting a new course thereby overcoming the political inertia that is seemingly endemic at all levels of government.
