the government wants to empty 70,000 beds to reduce the highest rate of psychiatric hospitalization among developed nations, lowering its 1.8 trillion yen ($23.5 billion) annual mental-health payments.

Does Japan also have the highest rate of mental illness among developed nations, or is it just that they hospitalize nearly all cases?

Thatcher followed Ronnie's lead in the UK too, with similar results, increased homelessness and some random violent crime. The problem sorts itself out in a few years, average life span of a homeless person is pretty short.

In the 80's you could pack everywhere in America, it was more of a sport really. Ever play duck hunt, like that sans the dog and substitute the deranged for mallards.

I grew up in San Francisco in the 80's and there were plenty of nut houses that closed in Santa Cruz and boy did they flock to the city. I was way easier on the west coast as the weather is way more permitting than say the north east.

It was as much liberals as it was conservatives. I can remember when they emptied the loony asylums in Canada it was done on basis that crazy people have rights to stab people and stuff while not taking medication.

NZ did the same thing. The local psychiatric hospital became an art school...same building different kind of nuts. :D

I've spent shitloads of time working in/with Nagatacho, Kasumigaseki, Kabutocho (in its heyday) and Otemachi and also spent shitloads of time in Japanese mental institutions...IMHO, the greater danger lies not in shutting down the mental institutions...
