Salary in HK?

Does anybody have an idea of what a local hire Chinese programmer would be paid per month in Hong Kong?

A guy is trying to tell me that his average salary is higher than an average Japanese salary.

He is a fairly low level engineer and is not an expat.

BTW: Maybe-the-largest Inc pays EQUAL wages for a Hong Kong hire which is a farquing great deal for a Hong Kong-er (living costs are 10-30% less in Hong Kong).
