Could be. It is so difficult to determine these things in communist countries. I remember being in Prague in 1990, after the fall of communism but before they had time to dismantle the old commie department stores. Never seen so many unidentifiable objects in one place as I could in those joints.

Do these sheep have communist genes?

Or have they been tidied up for the dear leader? Normally sheep have some shit sticking to their wool, but North-Korean sheep appear to have higher hygienic standards.

That's because North Korean sheep farmers prize sheep shit as a valuable source of protein.

You mean that to harvest those proteins, they handpick these sheep? To me it looks more like the sheep went through a car-wash.
