Are police afraid of bosozoku, help me understand

I was wondering if any fucked gaijin here can explain a phenomenon that has been perplexing for the last few years or so. I live in Totsuka Kanagagwa, through most of the year every night hour on the hour bosozoku scream past my apartment in hordes, sometimes waking up neighbors's children, disturbing the area greatly and constantly. All hours of the night. They go unmolested and uninterfeared with by the local police. Or any other police for that matter. In the years I have lived here I never once saw any cop lift a finger to stop or hinder them, despite the noise and speeding and reckless driving they do.

But come day time. When there is no sight or sound of Bosozoku, the Police set up a sting operation at least 3 times a week just outside my apartment to catch solitary elderly people and mothers with children in mini vans for driving a few miles over the speed limit. The sting operation consist of a radar unit at one point on the highway (route one) then a ten man team, in front of my place to wave the granny off the road and stand by while several of Kanagawa's bravest write and hand out the ticket. Are these moms and grandmas preyed upon and the bosozoku ignored because the grannys and soccer moms are easy targets and the police are cowards toward bosozoku? Please give me some insight into this, make it make sense to me before I lose my sanity.:D

Bosozoku are not easy to safely catch. Any accident triggered by their arrest could be a carreer limiting move. To add to the problem the nuisance created (noise disturbance, unsafe driving but without accident) are not reallyhigh on the fine and other punitions list.

I think a road and traffic law recent adendum allow arrest to be made for unsafe driving even without accident. But bringing proof is still quite a grey area...

The only way to cure the problem would be to pass laws forbidding motorcycle driven in group or other vague totalitarist delirium...

On the other side... speeding IS speeding... But again, according to the fine scale, those stopped must be more than a bit over the limit to be worthy on an arrest...

Ok guys thanks for your comments, I still can't understand why they need a 10 plus man team to bag the housewives all the time. So is it a case of the cops choosing easy prey and avoid the criminals who might give them trouble? Is that legal? moral? kosher?

Do cops really need all those guys against single elderly motorists? Is it a sign of cowardice?

Heh. Maximum non-projectile stopping power. But there's no friggin' way J-Customs would let it through. And them boys is bored recently, it seems; every single non-Ama*on parcel I've received in the last few months has had that "opened by Japan Customs" tape on it - nosy phucks (well, they're desperately scrounging for tariff money, I assume).

I receive at lest 5-6 parcel a week, mostly from China/Hong Kong(*)/Taiwan, with few US and few European. Not a single one has been open in the last year. Deal Extrem has plenty of powerfull laser, and Japan don't appear on their least of "countries that suck for cat toys".

Now for the quantity of spilled oil. I have actually in few separate fryers around 6 litters to dispose of. If I use the brownbags they sells for this now. Which is an idea even more stupid than it look on paper, with the few crows attacking the trash bags, I can totally see this spilled on the road in less than an hour...

Because they are minors.

The story goes that many years ago (in the 1970's), a bosozoku (minor) was killed during a chase by the police. The police were more aggressive then.

There was a societal more developing then that minors should be treated with more deference. We all see the result from two generations of pampered lady boys. This came on the heels of the massive university student demonstrations and riots of the 60's.

Japanese bureaucrats decided to modify behavior of future generations by coddling minors, letting them release frustration and anger as much as they want. The idea was that they would be docile by the time they reached the age of majority since all the pent up frustrations would be released.

Legend goes that the police were constrained in a court decision to exercise restraint, since they are adults and the bosozoku are minors.

^ This story may or may not be true. It's not my story, but something I've heard.

I swear to have read a story on Mainichi where the police was constating that bosozoku were an aging dying breed with member quickly reaching retirement age and no new blood coming... (new generation not being into bikes or cars...)

Ha!:p tell that to the people living in my apartment. It is a constant thing every hour of the night until the cold weather keeps them off the highway. It doesn't surprise me though that the police would say there is no problem. If they are afraid to deal with them.

In Matsuyama, a dozen years ago or so, the police did chase down a Bozo and he crashed into a car and died. This precipatated a riot with the Bozo's friends all coming out to take on the cops, several of whom were injuried. The thing these days is, that most of the Bozos I see are just kids and are not gang members at all, so that if the cops had another fatal accident on their heads, out here I suspect their would be a fair amount of blowback.

Not excuse...just explain. Look at other shitty/spotty/inconsistent law enforcement in Japan and you'll see why...

No, mostly that they are only breaking minor laws and therefore might not require the use of flamethrowers, mustard gas or Zyklon B...
