Help! Possible legal trouble

I need some advice from my fellow FGs because I think I am about to get seriously fucked in not the good way.
Basically, I'm am temporarily staying in a guest house. Last weekend me and another tenant drunkenly came to blows (JPN national)l. He threw first. I got the best of him.None of the other tenants saw. He went to hospital (totally unnecessary). The neighbors saw and the police came but I told them there had been no fight and they left. However the police told me if they found who I had been fighting with they would come back and arrest me.
Since that time they have not come back. However the guest house manager and the other party are telling me I need to pay for his medical costs. I am not too opposed to this but...they are saying I have to go with them to city hall and pay there because he is on national insurance. I told them to just give me the bill and I would pay him directly but they are insisting we must go to city hall. They say they do not want to involve the police as it is bad for all parties. The whole thing seems fishy to me.
I think they might be trying get me into admitting or signing something that makes me more liable or possible for prosecution.
Any ideas?

Why you would need to pay to the government for the medical expenses of another is absolutely beyond me. If there are medical expenses to recover then the so called victim should issue you a claim listing the payment required. If he is on national insurance and the government wants to claim then let them do so and and let them prove you are liable.
Of course this is my opinion and no legal advice is intended, but myself, I would tell them all to fuck off. If the cops are involved say nothing, sign nothing. Don't sign in at the station, don't sign for confiscated belongings, don't talk to them at all.

I believe they are claiming that because the injury was caused directly by another party, I am responsible for paying the governments share to the hospital. I think they might also be using this for evidence for eviction. But I already told the manager I would leave happily if he let me out of the contract and he could even keep the deposit.

Nothing ? -> STFU... REALLY STFU... don't even mention legitimate defense, don't aknowledge or refute anything. You don't know the guy, but you don't don't know him either.

Your only words to the cops should be "Am I under arrest, yes or no" until they say "yes" (oupsy) or "no" then "good bye"

Remember cops are not necessary enemies... but most likely sloth in a hurry to get rid of you all to go back to sleep.

Also: again don't sign anything... play it cute (genuinely) / dumb as a newborn puppy... and the word "wakarimassen" can also be your best friend. Even if the question is only "do you live in the same house as this guy", never fall for interogation tricks starting with 'evident' 'harmless' questions (-is water wet-) that make you feel sort of on top... and end up fooking you big time... ("with your knowledge of water, you knew how to drown the vitctim...").

+1 to all the replies above, don't sign anything and don't be bullied into taking a trip downtown. (It all starts with "do you know where downtown is?" leading up to "and here are our newest penal facilities, would you like a tour?")

Generally, when someone throws the first punch, self-defense can be used up to a certain point. Now if the other guy started the altercation, but had massive internal trauma and injuries from monkey-stomping him, that's usually viewed as excessive force and assault even if you didn't start it.
As a gaijin, you are already at a disadvantage no matter you size or weight since you are perceived as aggressive and stronger in a fight (even if he is a MMA star) I don't know the extent of your language skills nor do I know the general atmosphere over there, but I would not move out nor would I let the manager bully me into "move out or get evicted". There are pretty strong tenant laws here, talk to the local gaijin help center in the area, there are free lawyers on certain dates, explain the whole situation and get a couple of scenarios.

To recap, don't sign anything, don't pay anything, don't get forced or roped into doing anything and get a lawyer or a better knowledge of the law (especially as it applies to your situation), and don't move out or be pushed out by the manager as it may be taken as a sign of guilt and/or admission.

*not a lawyer, none of the above may even be remotely helpful, but I wish you the best in resolving your problem.

Second, thanks for the advice guys. Basically it worked out like this; dude gave me some tort papers, I showed them to a lawyer, lawyer told me to tell the guy to fuck himself and throw him a couple bucks. I told dude to fuck himself and gave him 3 man to cover his black eye and stitches. Case closed.
Oh and did I mention Rooboy is faggot pussy computer warrior.
