Kevin Maher: The Japan That Can't Decide

Kevin Maher is the former head of the State Department's Office of Japan Affairs. He was replaced in the role after allegations he criticized Japan in some unguarded comments. He also appeared on FG a couple of years ago after an assailant threw hot coffee over him at a local Starbucks. Interestingly, he has a book out in Japanese called "The Japan That Can't Decide". The publisher's description claims the book lifts the lid on Japanese-American relations, including an account of Operation Tomodachi, details of dealings with the Kan administration and a section on the dispute over Futenma. There are likely to be several media pieces on the book after it is officially released on Friday but the Yomiuri has already picked up on one part (Japanese). Maher says that, in the early hours of March 16th, some US officials actively argued for an evacuation of all US citizens from Tokyo. Data from the Global Hawk unmanned drone suggested a meltdown was underway at Fukushima, and the Japanese government's decision to leave TEPCO in charge of the situation there did not inspire confidence. Maher says he forcefully opposed the suggestion on the grounds it could create panic as well as seriously undermining relations with Japan.

Japan's government has been exposed as blatant liars on numerous occasions post-March 11, but knowing almost for certain that a meltdown was occurring and yet failing to disclose that information doesnt inspire a great deal of faith in the U.S. government either.

I heard him speak at a couple functions when he was still chief-of-mission down here. Came across well as a public speaker. Certainly much better than that liver-spotted, duplicitous old goat running the prefecture during his watch (and still now).

Like it or not, but Japan needs a strong alliance with the US for its security. It is in both countries' interests to form a strong counterweight to China. I say this as a European who is at times very critical of US foreign policy, and who thinks that Europe should aim for a looser (but friendly) alliance with the US. In Japan's case, however, one can only be pragmatic.

Are you saying that China would attack Japan if the U.S. pulled troops and bases out of Japan?

This move to Guam Maher talks about will cost us (Japanese taxpayers) over $1 million per person for each American moved. Talk about "passing the buck," the U.S. wants to pass the yen for that move to us. Screw that.

Marines are here for peace? Give me a fucking break. They said the same thing about the U.S. naval and air force bases and personnel in The Philippines and every base in Europe that has been closed.

"Your economy will collapse, you need the bases, you need the 'peace and security' of U.S. troops and bases!" In every case, base closings improved the economy, the locals got better paying jobs and the quality of life improved.

China would severely compromise Japan's interests if the US were to pull out. And not only Japan's. Never heard of China's aggressive attitude towards the Philippines and Vietnam, especially with regard to islands near these countries' coasts? They seem to believe that everything in the China sea belongs to China. It is like India claiming that everything in the Indian Ocean belongs to it...

I think the move is just a superficial issue. The real point is that there is a belief at the US side that Japan is not fully committed to this alliance. I regret that I appear to be parroting the Heritage Foundation, which I abhor, but in this case there is a point.

A US presence in Japan has a positive influence on the security of the region, and thus also on the security of the Philippines. Europe indeed does not need the US anymore for its security, because Russia is not a threat anymore.

Me and my tin foil hat sees that China doesn't want the US out of the region either. The Chinese don't want the Japanese in control of their own "national defense"....and let's just say, "I wonder why?"

China's nervous that a Japan in control of its own defense would, given the time, would revert to the lovely, warm sense of nationalism that did wonders for regional/world stability 75 years ago. Kinda weird to think that China might rather have the US military an 8 minute missle ride away, than let Japan run free. Not much trust in this part of the world.

China calls for calm after Philippine offer to US

China on Sunday called for greater efforts towards "peace and stability" in the region, after the Philippines offered to allow more US troops on its territory.
Manila said Friday it planned to hold more joint exercises and to let more US troops rotate through the Southeast Asian country -- an offer welcomed by the United States as it seeks to expand its military power in Asia.
"We hope that relevant parties will make more effort towards peace and stability in the region," China's foreign ministry said in a brief statement faxed to AFP.
The government's response was in sharp contrast to a blistering editorial in the Global Times -- known for its nationalistic stance -- which said Beijing should impose sanctions against the Philippines over the move. ...

I don't think the global times did the math relative to how much us debts is held by China...

Yep, and I'm sure Korea (both of em), the Philippines, etc. share the same view...but if any of them had any clue about how pussified the men here were, they might take a different stance.
