You are probably fine, though I could imagine that a Tsunami entering the Seto Inland Sea from the south could cause havoc in the east part of Kobe. Kochi and Wakayama are considered high-risk for Tsunami, so Kobe might get some of it too.

Sannomiya lies actually quite low. I remember that it was pretty much flooded from the sea during a Typhoon a couple of years ago.

More to the west it should be safer against Tsunami, because there is only the narrow (5km wide) Akashi strait through which it can pass.

Anyway, important is also the depth of the sea before the coast, and I do not know enough about that to make a proper judgment of the risks.

I think high sea floor slow down the front of the wave allowing the back to push it and create a higher tsunami albeit slower moving... maybeee...

There are apparently occasional quakes inside Osaka Bay and the inland sea. In that case there could be tsunami worries. If the quake is in the Pacific somewhere the risk is pretty low as the entrances are very small compared to the amount of space (water) in the bay/sea.
