The National Police Agency on Wednesday instructed police headquarters nationwide to ensure that bookstores and other shops report to the police all shoplifting cases that have occurred at their facilities.
The NPA also told the police headquarters to take stronger action against such minor offenses as graffiti and littering at public facilities, labeling them "behavior that could disrupt social order."
The move is aimed at helping transform this country into "a society in which crimes cannot easily take place," according to the NPA.
It is said shoplifting degrades social morality, which ultimately deteriorates public security.
The agency asked the headquarters to simplify the reporting procedures so as not to disrupt shops' business and also asked the headquarters to seek the cooperation of industry organizations.
The agency also asked the headquarters to discourage graffiti and littering in public places by cracking down on such misconduct and publicly labeling them as "deeds disturbing social order."
According to the agency, the number of reported crimes nationwide has decreased over the last seven consecutive years, from a record 2.85 million in 2002 to 1.7 million last year.
Meanwhile, bookstores, drugstores and convenience stores have been targeted by shoplifters of various ages, from minors to the elderly.
The number of reported shoplifting incidents nationwide last year was 149,892, an increase of 4,463 over the year before. The number of shoplifters turned in to police was 105,228, an increase of 3,724 from the year before.
Of them, 29,153 were aged 14-19, and 27,019 were aged 65 or older.
Statistics for 2008 also showed that 55.4 percent of the 48,805 crimes committed by people aged 65 and older were shoplifting.
Behind the problem is a social trend in which some people likely do not regard shoplifting as a crime.
Takaharu Ando, director general of the NPA, said at a meeting of police managers in Tokyo on Wednesday that neglecting the problem may allow public security to deteriorate again and increase serious crimes.
"I want you to create a social environment that blocks crimes in each local community," Ando said.
He also said efforts should be made to increase social morality by severely cracking down on shoplifting, and not neglecting the crime.
As shops often hesitate to report losses caused by shoplifting to police because the process is complicated, the police headquarters were requested to simplify procedures such as making entries in investigation records. Building cooperative relations between police and industry organizations will also help ensure that all shoplifting losses will be reported, according to the agency.
Also, more warnings and instructions are to be made to help prevent graffiti and littering in public places, emphasizing that neglecting these deeds can degrade the public morality of an entire community.
It was also suggested that police consider arresting malicious offenders over damage to property and other charges.
