Yeah, in general it is, but I got the impression yesterday there was a snowball effect (haha) of erring on the side of caution. None of the other railway companies reduced services, AFAIK. Anyway, not my problem.

Oh, definitely. Considering the tiny percentage of commuters in California that ride Caltrains, I'd say JR is doing an excellent job.

There are places where Japanese companies can be criticized, but this? :roll:

Well, I still think there was a huge overreaction yesterday to the prediction of snow, not just on JR's part. There was too much "OMG we got it wrong last time so let's overreact this time, and to hell with taking a careful look at what's actually happening".

On the other hand I'm just armchair postulating on the Internet...

But yeah, in general Japanese railway companies are bloody amazing, especially given the underlying conditions they have to deal with.
