One battle hardened journalist might suggest it was because of the Brazilians in Hamamatsu. Stay safe, Coligny!

(Of course, his great Hamamatsu experience was as far as he was able to run out of his shower and watch while his beautiful Japanese style home shook)

I am guessing it's because the map is put out by the Canadian government, who presumably don't consider those parts of the North American continent east of Alaska and (largely) north of the Great Lakes not occupied by the US as a foreign country.

Personally I've always believed that the USA is a fictive construct invented by Canada to stop undesirables raiding their maple syrup reserves.

In much the same way that New Zealand puts out the myth of a legendary "West Island" to keep refugee boat people away from its shores.

If you actually go to the Canadian government website, you can they've changed the color coding system a bit. It does seem there's some kind of issue with yellow fever for Japan though.
