Trials are public: 100% in criminal cases and pretty close to that with civil. It's usually only cases involving juveniles or Family Law that are held being closed doors, and even then only under special circumstances.

I think you might be referring to the investigation process.

Wasn't there some sort of experiment with recording police interrogations in the last couple of years? Did anything come of it?

If I remember correctly the idea was only to record parts of the interrogation and it was up to the prosecution to decide when the camera should be turned on and off. Sounds like a real win for justice.

Patrick Bommarito: Where is the love?
http://m2tokyo.com/blog/2013/04/20/patrick-bommarito/
This week I heard of the death of Patrick Bommarito, DJ, and long-term Tokyo resident. I had met Patrick only a few times over the years. The first time his reputation as an abrasive, highly outspoken AIDS activist preceded him. He had contracted AIDS in the early 90s and, after coming to Japan and seeing a lack of knowledge here, had decided to educate the country about the disease. It is little consolation that Patrick outlasted AIDS – he did not die of the disease.
Continues...

Not directly, but I knew of him, mainly because back in the dim and distant past I wrote some articles for the same magazine he did ("The Alien", if anyone remembers it). He used to have a column in SPA! as well, who also reported his death.

I remember the Alien...originator of Charisma Man. It was tremendous before evolving into Japanzine, I believe, and becoming as humorless as much of the local populace.
Patrick I also remember, but only because you pointed out the Spa! link.

Sorry - I did not know him; and it's the first time I heard his name.

For those of us not in the know, were we supposed to infer from the links provided that he committed suicide or did he pass away due to malnutrition [or some other ailment caused by his poverty]? Either way, it's incredibly sad. R.I.P.

I think I saw this guy a few months ago. I was walking through a residential area and saw a white guy with a massive bushy beard, walking in circles while talking on a mobile phone. Couldn't hear what he was saying as I had earphones and was listening to music. But the first thing I said to Mrs. Omae Mona when I got home was "holy crap, I think I just saw a homeless gaijin. With a keitai."

Very sad story.

The dude should have walked into his closest municipal government office and asked to be rescued under Article 25 of the Cuntstitution, which entitles anyone to the minimum standard of living. The government is obliged to act in all cases, unconditionally (provided the applicant can prove they are incapable of providing for themselves). Too late for Patrick, but something others may want to bear in mind with the Dishonest Abe about to flush away the cuntry's economy.

Don't need PR. Any sort of long-term visa will suffice.

If you are being protected under Article 25 of the Constitution (seikatsu hogo), they will not deport you for a visa issue. But you will almost certainly not be able to upgrade a visa, either. There's no reason why you can't apply (though, at 80,000 yen it will cost one-third of that month's living expenses to do so). They will probably push you to get work faster than they try to return natives to the real world, too.

Seems attractive, but you don't really want to do it.
You have to prove you're destitute (and that means absolutely penniless with nowhere else to go) to be able to receive protection. Then you have to accept the protection conditions that are offered.

What costs 80,000 yen exactly? IIRC the fee table at Immigration stops at 8,000 yen for PR applications.

I am thinking that that 80,000 is a typo for 8,000. At least, if the living expenses on seikatsu hogo are 240,000 a month, sign me up.

From memory, you only have to pay the 8,000 if you are successful. There is no charge for an unsuccessful application (unless my memory is faulty).

Sorry, typo. You're right. (And I'm not 100% sure of the visa price, but that's what it used to be).

Judged on a variety of bases, including age, health and no. of family members/dependents. The city will generally pay rent, healthcare (essential only and permission received in advance), a large chunk of utility bills and leave about 1,000 yen/day.

8,000 was the figure last Monday :)

Non-PR visas are payable on receipt, I thought the PR fee was payable up front but I may be wrong.

Just so that we save any other person in doubt... 許可されるときは8,000円が必要です。(収入印紙で納付)
those nice folks at Immigration on their English language website wrote:Fee 8,000 yen for receiving permission (Payment must be made with revenue stamps)
linky
...so it seems that the fee is for successful applications only.

...and guys, your concern is touching, but it has been over two years now. Maybe it is time to remove the Earthquake/Tsunami/What-was-that-other-thing-in-the-tragedy-trifecta-thingy splashpage and revert to normal programming???? That can't do much for the tourism industry.
